From what I understand, in addition to meeting EPA regs it would also have to meet Federal Highway Safety Standards.
Two strokes rule. Valves are for toilets.

Just talked to someone at the Oregon Department of Vehicle Standards and Safety. Apparently, there is only ONE way to make an off-road bike street legal: Have the Manufacturer write you a letter stating exactly what modifications have to be done to the bike in order to MAKE it street legal (including EPA reqs.) I already tried this. Honda won't do it. Also, DMV is not set up to test motorcycles.

As far the chop-shop registration approach, the only reason that works is because they use street legal motors with VINs that don't flag the DMV as non-street VINs...so it looks like we're just screwed.

Anyone want a barely ridden 450X? :-|
